If you have a toll transponder (EZpass or its ilk), they apparently "ping" them on some highways to determine traffic flow (and no doubt this is also used for location data on a specific car too). APLR means that your car is tracked to some extent, even when it is parked (unless the plate isn't visible from the road) or well off the beaten path and many states allow this data to be kept for extended periods of time instead of being destroyed quickly after gathering, so they also can "roll back the clock" and figure out where you were in the past.
Unless you are going off grid like my Amish neighbors, you can only limit how much they can see and force them to expend effort if they want you specifically.
